's your thoughts on this? we've seen paul ryan, marco rubio extend a hand to president obama so to speak and suggest they are ready to talk about immigration reform. what's the biggest hurdle here? >> well, i think the biggest hurdle in the end is going to be politics, of course, but the issue of citizenship. what marco rubio outlined this week and last weekend is very close to what president obama talked about in 2011. and so i think that will provide some cover for other republicans. when you've got someone like marco rubio, a rising star in the party, paul ryan, saying we're ready to do a deal here, but the devil is in the details as they always say. democrats feel very emboldened on this issue, and they're going to sort of, you know, swing for the fences. they want full legal status, including citizenship for undocumented immigrants and it's not clear how far republicans will go to do that. >> scott, it is clear that they're listening because senator rubio had before only supported very small steps in the immigration reform debate, a series of small bills. he did not want a big sweep

it by knocking back against the demagoguery i just heard with respect to paul ryan's budget. you know paul ryan had the courage to take on social security reform, medicaid reform and medicare reform. as my colleague just repeated, one of their talking points, that it decimated this group or the other, it balanced in 40 years. i want your viewers to let that soak in. paul ryan's budget balances in 40, four, zero, years. yet my colleagues on the other side of the aisle say that is draconian and mean-spirited. social security is easy to fix. medicare is easy to fix but not when you trot out stale talking points and you vouchers that will destroy medicare as we know it. if you want a fair conversation about it which everyone concedes privately on entitledment reform. when someone has the courage of paul ryan and get demagogued and show ads of pushing a senior citizen off a cliff makes you less likely to do it. tracy: for those of us at home listening to all this the word bipartisanship has become a dirty word down in d.c. i hope you find time to find it again and work through these things. congress

. paul ryan, where are you? we need more spending cuts, more entitlement reform and even some tax reform especially business tax cuts to spur economic growth. my two cents. here is an old friend, david walker, founder, president and ceo of the come back america initiative. he knows a lot about this. david, let me ask you this. is boehner wrong to insist that a dollar debt increase should be accompanied by a spending decrease? >> the fact is we need to pay our bills. and i do however think that we have a spending problem. the federal government has gone from being 2% of the economy, 100 years ago. to 24% today. headed to 37% by 2040 absent a change in course. the republicans ought to leverage the sequester and the c.r. not to shut down the government, but we need to reduce spending. we also have to keep in mind if you try to hold the debt ceiling hostage, social security is negative cash flow. therefore, that means you could face a situation where the social security checks don't go out on time. the last time we faced that, it was 1983. and that was the only reason we got reforms. that wo

. let's show it on the screen. representative paul ryan of course the chairman of the house budget committee said this. house republicans may seek a quick, short-term extension of the government's debt limit. now let's go to the other house. let's read, and i'll read for you, what senator john cornyn said. he said, we will raise the debt ceiling. he doesn't say may. he says we will. of course he is in the senate. we're not going to default on our debt. both of these gentlemen are on the right track. i personally think in my emotional state i might not have wanted to increase the debt ceiling but i think politics of course we can't be naive. the president has a very big platform for his strategy. he has the bully pulpit. and i think that some media are calling this a retreat on the debt ceiling. to me the only retreat in the equation is williamsburg, virginia. but i do think that now we can concentrate on what andy brenner and i were talking about yesterday and that is march 1st the sequester. march 27th the continuing resolution because we haven't seen both houses pass a budget and
